Full Job Description

We are currently seeking a highly skilled and motivated individual to join a premier team of Chief of Protocol at NSA, Royal Air Force Menwith Hill, United Kingdom.

The primary purpose of this position is to serve as the Chief of Protocol. The incumbent's primary focus is the planning, coordination, and execution of ceremonies, conferences, briefings, official and social functions, and high-level international and domestic visits. They will serve as senior protocol advisor for the commander, senior leaders, and staff. They will independently render protocol assistance to all regarding official and/or social functions, visits, conferences, awards, promotions, retirements, Change of Command ceremonies, funerals, memorial services and other protocol-related functions. They will direct, coordinate, and oversee work of subordinate employees. Furthermore, advises staff regarding policies, procedures, and directives of higher- level management or headquarters. They will explain performance expectations to subordinate employees; provide regular feedback; and evaluate performance. In addition, the incumbent regularly interfaces and advises the site Director and
senior leadership of government agencies and foreign partners in the planning and execution of visits to ensure all areas have been considered. They provide strategic input and recommendations to the site Director and senior leadership for all DVs to shape visit objectives and tailor site presentations to site leadership and visitor expectations directly influencing visit outcomes. They also manage and determines the budget for annual and projected event and visit gift requirements, research, and advise on proper expenditures, ensuring compliance with AF and DoD directives., · Hours of work: 07:30-15.30 Start & end times may be modified due to mission needs and in accordance with organization's flexible working policies.

· Will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules, and regulations.

· Must obtain and maintain the appropriate security clearance.

· May be assigned other duties that are appropriate to the grade and skill set of the employee.

· May be required to travel by military and/or civilian aircraft in the performance of official duties or attend necessary training. Position may be coded as mission essential.

· A 6-month probationary period will be required.

· Overtime may be required.

· May be required to travel overnight to US or other countries in the performance of official duties or attend necessary training.

1. Knowledge and thorough understanding of the concepts, principles and practices of protocol, military ceremonies, traditions, customs and courtesies, and governing policies, pertinent laws, regulations, and precedents.

2. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds, Special Morale and Welfare Funds, and Operations and Maintenance Funds and skill in applying basic resource, budget, and funds management.

3. Knowledge of organizational components and functions located throughout the agency.

4. Ability to communicate effectively, both orally and in writing, with skill in working with high level military andcivilian officials and maintaining effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies.

5. Ability to plan, organize, and direct the functions and staff of a protocol organization and provide supervision and guidance to military and civilian personnel.

6. Knowledge of various office automation software tools, programs, and techniques to support office operations and produce a wide range of products., 1. Required to work an uncommon tour of duty and frequently scheduled and unscheduled overtime. Work after normal business hours is expected and should be anticipated.

2. The work requires the employee to drive a motor vehicle. An appropriate, valid CAT B UK driver's license is required for the position.

3. Incumbent must be able to obtain and maintain the appropriate DV clearance.

4. This is a Mission Essential (ME) position. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

5. Employee must possess the ability to perform moderate physical activity involving lifting, brisk walking, and standing for long periods of time. The employee must be able to distinguish between shades of color. A pre-employment physical will be required., · Applicants who have a minimum of five years consecutive residency in the UK are considered for this position; however, those who do not meet this criterion will be considered on a case-by-case basis. All successful applicants will require a security clearance.
